Costs of Cap and Trade By Congressional District
The Heritage Foundation has done an analysis and breakdown of what the cap-and-trade global warming tax bill (i.e. HR 2454, the American Clean Energy and Security Act of 2009) will cost in economic impact in each congressional district in the country.

The cap and trade global warming tax bill…
- Would set crippling limits on the amount of carbon U.S. businesses can emit, including the coal power plants that make up about 60% of America’s power grid
- President Obama was quoted during the campaign stating that his plan would “bankrupt” the coal industry
- The South Dakota Public Utilities Commissioner says the bill will increase South Dakotans electric bills by 40%
- President Obama has admitted that higher energy production costs would be passed on to consumers
- A Congressional Budget Office report says gasoline prices could rise by 77 cents per gallon
- The Heritage Foundation predicts, based on Spain’s experience with a similar bill, that the legislation could end up costing 900,000 American jobs in just a few years
- Climate researcher Chip Knappenberger estimates that with an 83% emissions reduction in the year 2050, the temperature reduction would amount to 9/100ths of one degree Fahreneheit
- Would allow carbon emissions equivalent to those in 1867
